Notification of Bid Process: The Champaign County Board for Care and Treatment of Persons with aDevelopmental Disability (CCDDB) and the Champaign County Mental Health Board (CCMHB) are seeking bid proposals from academic and/or professional research teams for an "Evaluation Capacity Building" Project. For details, see https://champaigncountyil.gov/CountyE xecutive/bids.php. The proposal should identify researchers' qualifications and experience, a plan to support social service providers in the measurement and reporting of outcomes, annual costs, and an implementation timeline. The Boards will select the proposal which offers the best value and will negotiate atwoyear contract with renewal option. The Boards reserve the right to reject any and all proposals. Description

The Champaign County Mental Health Board and Champaign County Developmental Disabilities Board seek a provider to build the evaluation capacity of organizations serving residents with mental health or substance use disorders and intellectual/developmental disabilities. Services may include instruction on evaluation methods, identification and measurement of quality outcomes, data collection and reporting strategies, use of results for program improvement, data presentation, training, coaching, technical assistance, and recommendations concerning application and reporting systems. The provider will support funded agencies as well as the Boards and their administrative staff, with potential targeted one-on-one assistance, workshops, resource repositories, and annual reporting. Proposals must describe qualifications and specialized experience, capacity to perform, implementation approach, outreach and target-program selection, organizational structure and resources, a detailed timeline, cost information, financial statements, legal actions, and relevant insurance coverage. The contract is expected to begin on or before March 31, 2027, with a two-year base period and an option for a second two-year period by mutual written agreement.
