Description
The Franklin Regional Council of Governments is seeking a consultant to provide building science and energy performance technical assistance for energy efficiency, electrification, and building decarbonization projects across 14 participating municipalities. The scope includes developing sequenced workplans for energy efficiency and electrification projects; reviewing vendor estimates; interpreting energy audits, building assessments, and proposals; supporting project prioritization and grant applications; conducting approximately 3–10 site visits; participating in monthly coordination meetings, primarily virtually; providing monthly reports; and maintaining project files. The consultant is expected to use existing studies where possible, support school-building work, and help municipalities leverage complementary energy programs. The contract is a not-to-exceed arrangement billed against assigned tasks, with a maximum contract amount of $55,000, and will end no later than December 31, 2027. Participation as the Energy Technical Consultant will generally preclude the selected firm from competing for subsequent implementation contracts, unless the firm is also an Energy Project Expediter. Proposers must submit separate sealed non-price technical and price proposals, including qualifications, a work plan, relevant experience and references, pricing and staffing information, required statements and forms, acknowledgment of Addendum 1, and the initialed sample agreement. Digital or electronic signatures are acceptable for all submission documents.
