Description
The City of Keene is soliciting scope and fee proposals from qualified firms to inspect and assess an approximately 2.5-mile (13,300-foot), primarily 16-inch ductile iron cross-town transmission water main running from the Water Treatment Plant to the end of West Street. The selected consultant will perform comprehensive field inspections, collect and analyze data, identify the location, type, extent, and severity of pipe distress, and prepare a report with rehabilitation recommendations. The scope includes developing a preliminary work plan and schedule; conducting field data collection through fire hydrants with qualified inspection technicians and necessary equipment; processing and analyzing inspection data; providing GPS points for recommended repairs; and coordinating with Cartegraph Systems, LLC to deliver data in a format compatible with the City's asset-management system. Proposals must address project understanding, inspection methods and testing accuracy, similar project experience, level of effort and fees, schedule, key personnel, and subconsultants. The proposal is limited to 25 pages and must include a cover letter, qualifications, project team, approach, cost proposal, resumes, references for at least three similar projects, and a certificate of insurance. The consultant must disclose real or apparent conflicts of interest. Field work is scheduled from October 13, 2026, through April 9, 2027, with report delivery scheduled for May 14, 2027.
