Description
The Town of Mansfield is seeking professional and technical assistance to review an Inland Wetlands License Application for a proposed two-unit commercial development at 82-86 Storrs Road. The development includes a 4,600-square-foot fast-food restaurant and a 510-square-foot coffee shop, both with drive-through service, along with parking, access, grading, drainage, utilities, landscaping, a surface infiltration basin, a subsurface infiltration system, and related regulated upland activities. The consultant must review wetlands and watercourse impacts, stormwater and drainage systems, hydrologic and hydraulic calculations, infiltration systems, water quality treatment, erosion and sediment controls, applicable Town and State standards, and potential effects on groundwater, surface water, flooding, and downstream properties. The scope includes a site visit, comment and recommendation letters, coordination with the applicant and staff, attendance at a Conservation Commission meeting and Inland Wetlands Agency public hearing(s), presentation of findings, and assistance with final recommendations and a draft motion. Key staff must maintain applicable Connecticut licenses, including relevant professional engineering, registered soil scientist, and certified professional wetland scientist credentials.
