Description
The Department of Veterans Affairs seeks a single contractor for a five-year Blanket Purchase Agreement covering semen analysis and post-vasectomy semen analysis mail-in test kits. The contractor must provide complete kits, collection and shipping materials, patient logistics support, specimen transport, laboratory processing, and compliant reporting. Estimated annual quantities are 1,104 full semen analysis kits and 636 post-vasectomy semen analysis kits, with pricing required for a base year and four option years. The contractor must operate CLIA-certified laboratories and maintain required regulatory compliance, provide secure web-based clinician access to results, support reporting and monthly utilization data, and meet specified specimen stability, shelf-life, packaging, replacement, delivery, and customer-service requirements. The solicitation is a total small-business set-aside and requires evidence of applicable laboratory certifications, including CLIA documentation; the amendment removes the previously stated CAP accreditation requirement. The Government will evaluate technically acceptable offers on a lowest-price basis.
