Description
The California Department of Parks and Recreation, through its Law Enforcement and Emergency Services Division, is soliciting two Call When Needed agreements for Type 3, high-skid, four-passenger, turbine-powered helicopters with pilots, fuel, maintenance support, and fuel-service trucks. Services will support the Cannabis Watershed Protection Program, including long-line removal of plants and trash from illegal cannabis grow sites, reconnaissance flights, special operations, officer safety and critical incidents, and natural disasters. Helicopters must meet specified aircraft, avionics, communications, external-load, maintenance, pilot qualification, and operational requirements, and contractors must maintain an eligible base of operations in one of 14 Northern California counties. The initial service period is three years, with two additional one-year options at the State's discretion. The State intends to establish primary and secondary agreements and will assign work first to the primary contractor, then to the secondary contractor if the primary is unavailable. Bidders must submit the standard bid form, operational cost exercise, required state certifications and declarations, and other listed forms in a single PDF. The solicitation includes small-business preference and a DVBE incentive, but the DVBE participation requirement is waived.
