Description
The United States Coast Guard is soliciting sealed bids for new dredging immediately south of the USCGC Eagle's berth at New London's City Pier. The contractor must provide personnel, equipment, materials, supervision, surveys, environmental controls, dredging, pile removal, disposal, and demobilization. The work includes approximately 3,700 cubic yards of dredging to a design depth of -17.0 feet Mean Lower Low Water, with a two-foot paid overdredge allowance, and removal and disposal of approximately 50 submerged piles. Piles that cannot be fully extracted must be cut to -21.0 feet MLLW. Dredged material must be transported to an approved upland disposal site; offshore disposal is not permitted. The contractor must maintain navigation through the channel, comply with environmental permits and seasonal in-water work restrictions, and perform pre-dredge, progress, post-dredge, and pile-removal surveys or documentation as specified. Pricing includes a per-cubic-yard dredging rate, lump-sum base items, and an optional item for additional disposal costs if treated or creosote-coated piles are encountered. The estimated procurement value is $1,000,000 to $5,000,000, and performance and payment bonds are required at 100% of the award amount.
