Description
This restricted RFP is limited to the seven contractors holding MATOC contracts W912P523D0001 through W912P523D0007. The scope covers design-build construction services to modernize and replace the fire alarm system at Soo Locks, including associated labor and materials. Offerors must submit a detailed price breakdown and/or labor category table demonstrating use of the binding rates in their MATOC contract. Award will be based on lowest evaluated price, with CPARS past performance for similar work reviewed as an additional factor; price is more important than past performance. The target award ceiling is $4,000,000, although funding above that amount is not guaranteed. Payment and performance bonds are required within 10 days after award, and the Notice to Proceed will be issued after the bonds are received and approved. Proposals must remain valid for at least 90 calendar days after the due date. Restricted solicitation attachments require active SAM registration and access confirmation through PIEE. The amendment extends the proposal deadline to September 18, 2026, at 11:00 AM Eastern Time. CMMC Level 2 (Self) status and corresponding unique identifiers remain required where applicable.
