Proposals must be submitted electronically via the County eProcurement Portal at https://procurement.opengov.com/portal/dekalbcountyga. Mandatory Pre-Proposal Conference: A mandatory pre-proposal conference will be held for this project and the details will be provided via the County eProcurement Portal located at https://procurement.opengov.com/portal/dekalbcountyga. Questions & Addenda: Questions must be submitted to the Department of Purchasing and Contracting via the County eProcurement Portal, located at https://procurement.opengov.com/portal/dekalbcountyga, no later than the date advertised on the County eProcurment Portal. Questions and requests for interpretation received by the Department of Purchasing and Contracting after the specified time will not receive a response or be the subject of addenda. Request for Proposals and all addenda issued for this project may be found via the County eProcurement Portal, located at https://procurement.opengov.com/portal/dekalbcountyga. Responders shall acknowledge the addenda, and submit to the Department of Purchasing and Contracting as requested. The County reserves the right to reject any and all proposals, to waive informalities, and to re-advertise.

Description
DeKalb County is seeking a qualified contractor to develop, manage, and deliver aquatic programming for older adults at the Lou Walker Senior Center. The scope includes aquatic programming design and delivery, certified staffing, safety inspections and compliance, facility organization, participant assessments and recordkeeping, attendance tracking, reporting, and administrative coordination with Senior Center staff. The submission checklist requires completion of the Technical Approach, Project Management, and Organizational Qualifications questionnaires; three years of financial statements, including balance sheet, income statement, and cash flow statement; three references for similar projects and three references for each proposed subcontractor, as applicable; sample class descriptions and programs; identification of personnel, roles, responsibilities, outside personnel, resumes, applicable certifications, and similar-service examples from the past five years. The complete proposal and supporting documentation must be uploaded through the County's OpenGov eProcurement Portal.
