Description
Clay County is soliciting proposals for a public-private partnership using a design-build-finance-operate-maintain delivery model for the expansion of its approximately 250-acre regional sports complex. The selected partner will develop a scalable market-supported program; perform planning, design, permitting, construction, testing, commissioning, and closeout; arrange financing; and operate and maintain the entire complex, including existing facilities. The scope includes market and feasibility analysis, conceptual site plans, facility and infrastructure design, construction, programming, event recruitment, staffing, customer service, security, cleaning, grounds and field maintenance, lifecycle replacement planning, revenue generation, financial reporting, and handback planning. Proposals must address financing alternatives, capital and operating costs, risk allocation, public access, revenue and County compensation structures, project phasing, performance safeguards, and comparable project references. The County anticipates an interim agreement for pre-construction activities followed by a comprehensive agreement for phased DBFOM services. Initial submissions must include the required electronic questionnaire responses, technical and financial proposal sections, applicable certifications, proof of insurance, licenses, and supporting references.
