Description
The Government is conducting market research for an end-to-end proliferated Low-Earth Orbit broadband communications solution supporting stationary, portable, land-mobile, maritime, and specialized aviation operations. The requirement includes commercial-grade and high-assurance defense-grade satellite transport services, priority and secure routing, end-to-end encryption, protected tactical waveforms, optical inter-satellite links, and continuous low-latency connectivity. The solution must include preconfigured, plug-and-play user terminals and OEM components, including standard fixed-site, vehicle, and maritime terminals; lightweight portable or mini terminals with integrated Wi-Fi; and aviation terminals for Ku-band in-flight connectivity. Optional capabilities include sovereign private ground gateways, committed information rates, tactical RF obfuscation, global geo-fence overrides, and related security functions. The notice states that the Government intends to negotiate a sole-source contract with Space Exploration Technologies Corp. and anticipates a one-year base period plus nine one-year option periods, subject to approvals. Interested parties may submit an unclassified capability statement, limited to five pages in PDF format, addressing the technical requirements, relevant past performance, and ability to provide the required services and hardware.
