Description
The Bureau of Information Technology seeks a contractor for Phase 1 of a territory-wide satellite overlay network project. The work is limited to technical feasibility, architectural and engineering design, site investigations, regulatory preparation, and supporting documentation; it does not authorize equipment procurement, construction, installation, hardware or software integration, operational testing, training, or satellite service subscriptions. Required work includes surveys and documentation for proposed sites; site drawings, photographs, coordinates, installation and power-hookup methods; environmental and historic-preservation support materials; signed and sealed engineering designs and technical specifications; cost narrative, SF-424C, and expenditure plan; a detailed Gantt schedule; host-agency memoranda of understanding; and a permitting and regulatory compliance package. The planned network is intended to provide seamless interoperability and failover among existing land mobile radio, cellular, and satellite capabilities.
