The State of West Virginia, through the Purchasing Division on behalf of the West Virginia Office of Technology, is soliciting bids to establish an open-end contract for a turnkey Low Earth Orbit (LEO) satellite internet solution. The scope includes fixed LEO service with typical 100/25 Mbps bandwidth, unlimited data, and no routine throttling; mobile LEO service with typical 50/25 Mbps bandwidth and unlimited data; fixed and mobile equipment kits; professional manufacturer-certified installation with weatherproofing and grounding; and 24x7x365 technical support. The pricing schedule also includes mounting hardware for vehicles, windows, tripods, and poles; static IPv4 WAN addresses; demarcation extensions beyond 50 feet; and replacement hardware. Vendors must complete Exhibit A Pricing in its entirety and provide a unit price for every contract item. Estimated quantities are for evaluation only, and no minimum or maximum purchase volume is guaranteed.
