Description
The requirement is for local telecommunications services supporting Dothan Air National Guard. The contractor must provide local access to designated circuit demarcation points, compatible equipment, wiring and infrastructure, transmission equipment and cables, operator assistance, and continuous local phone service with 99.9% availability. The scope includes 100 direct-inward-dialing numbers, one ISDN PRI circuit using 14 channels, public listing, 20 hard-copy local telephone directories, E911 compatibility, SIP-trunking or comparable service routing, quality-of-service implementation, 24/7 network monitoring, and access to a 24/7 network operations center. The contractor must coordinate installation and cutover, provide an initial cutover plan and service-routing diagram or description with its technical quote, support emergency telecommunications access, and respond to and restore service outages under specified catastrophic, emergency, serious, and routine priorities. The contract includes one base year and two option years. The solicitation is a total small-business set-aside and requires submission of a technical quote, including applicable interconnection agreements or leasing documentation for non-incumbent or competitive local exchange carrier proposals.
