The City of Winston-Salem is soliciting proposals for two Permanent Supportive Housing opportunities. The first seeks a qualified property management company and/or service provider to operate a ten-unit PSH project for families experiencing homelessness. The units are located in two multifamily apartment buildings, and the work is intended to provide safe, stable, affordable housing paired with supportive services that promote long-term housing stability. The second opportunity seeks a qualified firm or consultant to develop a comprehensive PSH Expansion Plan for the Winston-Salem/Forsyth County Continuum of Care. The selected contractor will evaluate the existing homeless response system, identify housing and service gaps, assess future needs for individuals and families experiencing chronic homelessness or disabling conditions, and develop an actionable implementation strategy aligned with Continuum of Care priorities and HUD objectives. The two opportunities have separate submission opening dates but share a proposal deadline of October 16, 2026, at noon.
