Description
The City of Winston-Salem, through Winston-Salem/Forsyth County Utilities, is seeking qualified engineering firms for continuation program management and staff augmentation services supporting utility infrastructure and capital improvement projects. The scope includes wastewater collection, water distribution, stormwater systems, pavement coordination, and city street and North Carolina Department of Transportation resurfacing projects, with an anticipated team of approximately 25 to 30 full-time employees. Services include asset condition assessment and prioritization; sewer cleaning, closed-circuit television inspection, smoke testing, and manhole inspection; infiltration and inflow mitigation; water-line replacement and rehabilitation prioritization; valve programs; capital improvement planning, design, construction-phase services, regulatory and internal compliance reporting, field support, and portfolio management. The City anticipates a five-year agreement with an option to renew for an additional five years. Submittals are limited to 20 pages, must exclude fee information, and must address firm and personnel qualifications, similar work, project understanding, proposed schedule, staffing, organizational structure, resumes, and supporting information. The selected firm must provide professional liability insurance of at least $1,000,000 per claim, and the City must be named as an additional insured on the certificate of insurance.
