Description
The City of Winston-Salem is soliciting proposals for a permitting application software solution to replace Cityworks, which is being sunsetted in August 2027. The solution must provide permitting, business licensing, case management and complaints, board of adjustment, environmental and erosion-control functionality, contractor-license verification, customer and contractor portals, reporting, configurable workflows, training, subscriptions, maintenance, and support. Business licensing, case management, complaints, board of adjustment, and environmental and erosion-control functionality are required in the base implementation. The City estimates 225–250 internal users, approximately 5,000–6,000 contractor portal users, about 26,000 permits and 105,000 inspections annually, and requires go-live by August 1, 2027. Proposals must include a five-year artificial-intelligence roadmap and pricing for implementation, migration, integrations, training, subscriptions, maintenance, and support. The base scope must migrate all Cityworks data, including open and historical records, all data fields, associated documents, photographs, inspections, fees, payment history, contacts, workflow information, notes, flags, and GIS relationships; the attachment drive is approximately 225 GB. Only one source requires conversion, with permitting data extracted from Cityworks and SQL Server 2022. All current integrations are required at go-live, including Microsoft Entra ID, Microsoft 365, Esri ArcGIS, Paymentus, GeoCivix, Mitchell Humphrey FMS, EPR Fireworks, iNovah, contractor licensing systems, and related systems. The City will accept alternative or phased approaches where identified, but out-of-scope alternatives must be priced separately. The proposal is limited to 100 pages excluding required City attachments, and required City forms must be completed and submitted in PDF format; Excel versions will not be provided.
