The Federal Bureau of Prisons is seeking a contractor to operate a Residential Reentry Center and provide interconnected home confinement services for male and female federal offenders. The scope includes in-house residential reentry beds, home confinement placements, comprehensive case management and reentry programming, employment assistance, resident supervision and accountability, transportation support, food and medical coordination, drug and alcohol testing, electronic monitoring, records and reporting, and facility security and life-safety compliance. The requirement is structured as a firm-fixed-price/indefinite-delivery, indefinite-quantity contract with a one-year base period and four one-year option periods. The base year includes a guaranteed minimum of 20 in-house beds and 10 home confinement placements, with estimated maximums of 40 beds and 20 placements. The contractor must furnish the personnel, management, equipment, supplies, facility, and services necessary to perform the work, and must provide at least 70 percent of contract requirements using its own employees; subcontracting is limited to 30 percent.
