Description

The City of Richmond, on behalf of its Department of Public Utilities Stormwater Utility, is seeking multiple firms through a qualifications-based competitive negotiation for on-call professional engineering and architectural services. Task orders may include utility surveying; studies and master planning; CCTV inspection and condition assessment; topographic, structural, utility, geotechnical, and environmental investigations; water-quality and soil sampling; design and utility relocation; permitting and regulatory support; hydraulic and watershed modeling; easement acquisition; bid-phase services; construction management; monitoring; stakeholder coordination; risk, budget, schedule, quality, constructability, and value-engineering support; and emergency engineering services. The work will support stormwater pipelines, ditches, catch basins, green and gray infrastructure, streams, dams, floodwalls, levees, canals, and waterways, including drainage improvements, stream restoration, dam safety, floodplain management, Chesapeake Bay Total Maximum Daily Load compliance, MS4 permit support, erosion and stormwater management reviews, and stormwater collection-system modeling. The contract is expected to use task orders, does not guarantee work, and may include multiple awards. Proposals must be submitted as one searchable PDF through the City's e-procurement portal; pricing and billing-rate information are requested only from firms selected for final negotiations.
