Description
The Virginia Department of Social Services is soliciting proposals through competitive negotiation to establish a term contract for comprehensive Electronic Benefit Transfer (EBT) processing and related financial services. The supported programs include, but are not limited to, the Supplemental Nutrition Assistance Program (SNAP), Disaster Supplemental Nutrition Assistance Program (DSNAP), and Summer Electronic Benefit Transfer Program (SEBT). The scope includes customer and retailer processing, reporting, settlement and reconciliation, interfaces with Virginia eligibility systems, card issuance, customer and retailer support, security and fraud prevention, implementation, technical services, and optional services. VDSS may make one award, multiple awards, or no award. The contract has a five-year initial term with three successive two-year renewal options. The cost of the initial term may not exceed $20,000,000. Proposals must be submitted electronically through eVA; hand delivery, mail, email, and fax submissions will not be accepted. The proposal package includes a cover letter, executive summary, addenda acknowledgments if applicable, table of contents, service-level agreement response, small-business subcontracting plan, lobbying certification, pricing, State Corporation Commission form, FFATA form, COVRAMP assessment form, COVRAMP nondisclosure agreement, confidential and proprietary information form, current records layout, requirements response, contract and implementation statement-of-work responses, and any required redacted copies.
