Description
The State of Utah seeks multiple consultants to manage independent Job Order Contracting (JOC) programs for eligible public entities. Each consultant will provide an integrated solution that includes proprietary JOC software, customized Construction Task Catalogs using local Utah labor and material costs, a qualified subcontractor roster, and ongoing technical and procurement support. Responsibilities include program administration, project lifecycle oversight, subcontractor onboarding and performance management, cost development, training, and support for project documentation and closeout. The technical response must address all questions in Attachment D, and the completed Attachment C cost sheet must be submitted separately. Technical proposals must not include pricing. Vendors must meet mandatory requirements, score at least 487 of 750 technical points to proceed to cost evaluation, and receive at least 650 of 1,000 total points to be eligible for award. The contract term is five years; management fees are guaranteed for 12-month periods. The State anticipates multiple awards and does not guarantee a minimum purchase volume.
