Description
Lake County seeks a consultant team to provide architectural and engineering services and construction management for a new event center and fairgrounds. The revised scope calls for concept master plans and design, permitting, construction documents, cost estimates, bidding assistance, and support through construction and project turnover. The proposed facility program includes an enclosed expo hall, arena, open pavilions, public restrooms, a carnival area, livestock loading, parking, and vendor and RV spaces, along with associated site, civil, structural, building-systems, landscape, irrigation, and technology design. Respondents must submit separate proposals for the revised scope and the alternative public-private partnership design-criteria scope. The alternative scope includes preparing a performance-oriented design criteria package and, if requested, evaluating an unsolicited P3 proposal. The County will evaluate qualifications, team composition, similar projects, approach, and past performance; at least three verifiable references for similar projects completed within the past five years are required. The solicitation states that no project budget has been established.
