Description
The City of Phoenix Water Services Department is soliciting a contractor to provide a full-service laundry and rental program for employee uniforms and related textiles. The scope includes inventory management; laundering, finishing, decontamination, and repair of regular, flame-resistant, and arc-rated garments; rental of dust mops, door mats, towels, washcloths, and related items; replacement of damaged or lost items; and rental lockers or racks. The contractor must provide scheduled pickup and delivery, laundry bags, item counts, receipts, customer service, monthly reporting, and transition support from the existing provider. The program also requires an electronic barcode or RFID tracking system with item-level identification, repair tracking, automated notifications, reporting, audit history, employee and facility identifiers, and at least three years of historical data. Services must support numerous Water Services facilities, comply with applicable safety and sanitation requirements including OSHA standards and ASTM F1449 for flame-resistant garments, and include equipment installation, background screening, and ongoing operational coordination. Proposals must include pricing for all four groups and detailed narrative responses addressing service methods, contamination handling, tracking technology, quality assurance, transition, staffing, training, and relevant public-sector experience.
