Description
The contractor will provide statewide financial management and fiduciary support for eligible young adults ages 18–21 in extended foster care. Work includes coordinating access to Social Security benefits, supporting representative payee services, establishing and administering financial accounts (including ABLE accounts), safeguarding and reconciling funds, and helping youth understand benefits and manage their finances. The contractor will also develop youth-centered financial literacy materials, training, communication tools, and transition support; coordinate with the agency, youth, caregivers, the Social Security Administration, financial institutions, and other stakeholders; and provide regular financial, caseload, account-status, and progress reporting. The solicitation requests technical and management responses, staff qualifications and resumes, examples of similar work, an implementation timeline, and a detailed cost proposal. The initial contract term is six months, with up to five one-year extensions. The initial contract amount is capped at $66,000, and bids above that amount will be rejected.
