Description
San Jacinto Community College District is seeking qualification statements from one or more investment broker-dealer firms to provide as-needed services supporting the College's investment portfolio. The scope includes monitoring financial markets and economic conditions; providing market commentary, investment recommendations, pricing, yield comparisons, and risk analysis; executing and settling authorized transactions; disclosing transaction compensation; and supplying transaction confirmations and portfolio-related reports. The selected firm must comply with the Texas Public Funds Investment Act and the College's Investment Policy, support appropriate safety, liquidity, diversification, and yield objectives, maintain security and business-continuity controls, and provide responsive customer service. Required qualifications include relevant firm and personnel experience, a staffing plan, methodology and technology descriptions, at least five recent comparable references, proof of Securities Investor Protection Corporation membership, Texas State Securities Board registration, a FINRA report and CRD number, current-year audited financial statements, a financial-standing certification, a conflict-of-interest form, and proof of insurance. The written response must be a single PDF of no more than 20 pages, excluding the coversheet. The contract term is one year with four one-year renewal options.
