Description
The Washington State Board for Community and Technical Colleges is seeking one qualified retirement plan consulting firm to provide independent consulting and fiduciary support for its retirement plans. The engagement includes fiduciary governance support, attendance at Retirement Plan/Investment Review Committee meetings, meeting materials and quarterly reports, fiduciary education and training, governance recommendations, and support for improving participant retirement outcomes. The consultant will provide investment advisory services, including fund-performance monitoring, annual investment reporting, fee analysis, industry benchmarking, investment due diligence, recommendations regarding additions or replacements, quarterly investment reviews, watch-list recommendations, and an annual investment strategy review. The scope also includes regulatory and compliance support involving ERISA fiduciary practices, Department of Labor developments, IRS retirement-plan regulations, plan-governance documentation, regulatory updates, compliance guidance, and fiduciary risk assessments. Vendors must address their experience, licensure, service model, key personnel, technology, information security, privacy, business continuity, prior contract performance, pricing, and any subcontractors.
