Description
The Office of the Oklahoma State Treasurer is soliciting proposals from qualified financial institutions for a single $255,000,000 annuity or materially similar financial instrument funded by the ROA-25 Revolving Fund. The instrument must generate 15 equal annual distributions beginning June 1, 2031, and continuing through June 1, 2045, with any non-distribution residual balance paid to the Treasurer no later than seven business days after the final distribution. The $255,000,000 principal will be invested at settlement, and each distribution must include principal and earnings. Eligible structures include annuities, separately managed accounts, and other structures meeting the mandatory principal, credit, concentration, eligible-obligation, custody, delivery, and no-substitution requirements. Asset-backed securities are ineligible. Proposals must provide firm security-level spreads to identified benchmark references, reproducible distribution calculations, net and gross yields, compensation, pricing and repricing methodology, custody and settlement details, early-termination and unwind terms, and any proposed structure-specific information. The Q&A confirms that no Excel templates are included in the posting; respondents must prepare Appendices A and B on Excel spreadsheets. Required submissions include the completed Bid Form, Cash Flow Schedule, and Certifications, a narrative proposal of no more than 15 pages, a diversified issuer schedule, and Section 10 qualification documents, including three comparable state or municipal treasury references from the past five years.
