Description
Lubbock Power & Light is soliciting competitive sealed proposals for all labor, materials, and construction services required for the Erskine Substation site work and refurbishment project. The documented scope includes site development, grading and drainage, aggregate and concrete surfacing, fencing and screening walls, access roads and driveways, erosion and sediment controls, utility verification and potholing, and demolition and removal of existing fencing, pavement, curbs, and foundations as shown in the construction plans. The contractor must restore disturbed areas, comply with applicable Texas prevailing-wage requirements, and follow the project plans and specifications. The estimated project cost is $3,500,000. Proposals must be submitted through the Lubbock Power & Light Bonfire portal by October 29, 2026, at 2:00 p.m. CDT. A 5% proposal security is required; a cashier's or certified check must be delivered to the purchasing office by the closing deadline, while a proposal surety bond requires an original seal or stamp, valid power of attorney, and submission of the original bond with a portal copy. The successful contractor must provide 100% performance and payment bonds when the statutory thresholds apply.
