Description
The State of New Jersey, through the Division of Property Management and Construction, is soliciting a single-bid, lump-sum contractor to replace the roofs on four outer housing units at Garden State Youth Correctional Facility. The work includes removal of approximately 55,000 square feet of existing roofing, insulation, flashings, curbs, and related materials; installation of a new torch-applied SBS modified-bituminous roofing system with insulation, cover board, flashings, roof drains, expansion joints, and accessories; concrete-deck repairs on a unit-price basis; joint-sealer replacement; and modifications to rooftop electrical connections and security fencing. The project includes asbestos-containing and trace-asbestos roofing-material removal, lead-related construction controls, regulated-waste handling, roof-drain testing, background checks for on-site personnel, and compliance with correctional-facility security procedures. Bidders must hold the required DPMC classification or identify classified subcontractors, perform at least 35% of the work with their own forces unless otherwise approved, submit bid security equal to at least 50% of the total bid, and comply with specified insurance, bonding, prevailing-wage, and subcontractor requirements. The project duration is 240 calendar days from the Notice to Proceed, with roof replacement work limited to 40 working days and no roof work permitted before March 15, 2027.
