NJ TRANSIT CORPORATION NOTICE TO PROPOSERS REQUEST FOR PROPOSAL (RFP) No. 0000238 TASK ORDER CONTRACTS FOR THE FOLLOWING DISCIPLINES: D1: Architectural and Engineering Services: Systemwide D3: Design and Construction Cost Estimating and Scheduling, Constructability Reviews, and Claim Support NJ TRANSIT is requesting Proposals from qualified consulting firms to provide a comprehensive range of Architectural and Engineering and related support services under Task Order Contracts. NJ TRANSIT intends to award one or more contracts to the organization(s) whose Proposal represents the best value to NJ TRANSIT, in accordance with Brooks Act procedures, 40 U.S.C. 1101-1104. To obtain the RFP and all proposal documents, interested firms must register with Bid Express at www.bidexpress.com. There is no cost to register/upload a proposal. NJ TRANSIT's Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, scheduled for August 3, 2026 at 10:30 A.M., EST. as specified in Attachment E (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project. The RFP Instructions and Attachment E list all deadlines and requirements for submitting Proposals. Technical Proposals must be received on or before September 14, 2026, at 11:00 A.M., EST via Bid Express. In accordance with Interim Final Rule, effective October 3, 2025 (90 F.R. 47969) please be advised that there is no Disadvantaged Business Enterprise (DBE) goal assigned to this procurement. Description

New Jersey Transit is soliciting multiple task order contracts for two disciplines: systemwide architectural and engineering services, and design and construction cost estimating, scheduling, constructability reviews, and claim support. The agency anticipates awarding up to four contracts for Discipline 1 and up to three contracts for Discipline 3. Services will be provided on an as-needed basis across rail, bus, light rail, stations, buildings, bridges, maintenance facilities, platforms, systems, and related transportation infrastructure. Discipline 3 may include independent construction estimates, capital planning estimates, design-stage estimates, project schedules, CPM schedule analysis, master scheduling, claims support, constructability reviews, site visits, and document control. The solicitation requires qualified professional firms and includes specific experience, licensing, staffing, reference, and availability requirements. The anticipated contract duration is 48 months, with an option for an additional 24 months. The task order limit and contract limit are each $3,000,000 and $12,000,000 for Discipline 1, and $3,000,000 and $10,000,000 for Discipline 3. Technical proposals are limited to 18 pages, excluding specified resumes, certifications, charts, cover materials, references, and required forms. Required proposal materials include a technical proposal, resumes and references, team and quality-management information, completed Attachments F, G, and H, and required certifications and forms. Proposals must be submitted electronically through Bid Express; paper and emailed proposals are not accepted. Each upload is limited to 10 MB, with a 70 MB total limit. Addendum No. 2 extends the proposal deadline to October 5, 2026, at 11:00 AM and requires proposers to acknowledge receipt of all addenda in the electronic bidding file; failure to do so may cause rejection as nonresponsive.
