Description
The City of Sacramento is soliciting professional consulting services for environmental clearance for the federally funded El Camino Avenue Vision Zero Safety Project (Project T15216400). The selected consultant will support project management, data collection and mapping, surveys and right-of-way retracement, preliminary engineering and cost estimates, stakeholder coordination, and preparation of the technical studies and approvals required under both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The anticipated environmental approvals are a CEQA categorical exemption and a NEPA categorical exclusion, subject to agency review. The proposal must address the broader project scope, including future design services, but the initial contract award will cover environmental clearance only. The City may later negotiate a supplemental agreement for design services, including 60%, 90%, and 100% plans, specifications, and estimates, as well as permitting, bidding assistance, and construction support. Respondents must submit separate technical and cost proposals; the cost proposal must cover the environmental phase and use the City's cost-plus-overhead-plus-fee format.
