Description
Iowa State University seeks a cloud financial management platform for unified cost visibility, governance, allocation, forecasting, reporting, and optimization across Microsoft Azure, Amazon Web Services, and Google Cloud Platform. The solution must natively integrate with all three providers through APIs without manual uploads and support consolidated spend views, showback/chargeback, anomaly and budget alerts, tagging governance, rightsizing, idle-resource identification, commitment optimization, cost allocation, historical reporting, forecasting, audit logging, organizational mappings, optimization workflows, and nonproprietary data export upon termination. The platform must support role-based access control and single sign-on through Microsoft Entra ID using SAML 2.0 or OIDC. Respondents must address implementation, training, technical support, pricing for three- and five-year terms, optional one-year extensions, security, accessibility, references, subcontractors, and exceptions. Required response materials include a detailed quote, completed HECVAT Lite assessment, and completed VPAT; the university may also request a virtual presentation or demonstration. The selected solution is subject to security and accessibility review, including WCAG 2.1 Level AA and Section 508-related requirements.
