Description
The New York City Department of Social Services/Human Resources Administration is soliciting stakeholder feedback, provider interest, and organizational-capacity information to inform a forthcoming RFP/RFx for the NYCBenefits Program. The anticipated procurement would support 35–53 direct-service providers and 3–5 technical-assistance providers. Direct-service work would include holistic navigation and application support for food, cash, health-insurance, housing, childcare, transportation, utility, identification, and other public benefits; case management; document support; referrals; advocacy and appeals; and assistance throughout the application and recertification lifecycle. Technical-assistance scopes may include training, case support, organizational development, capacity building, data management and reporting, outreach and communications, and trauma-informed human-services delivery. The concept paper anticipates an initial three-year contract term beginning July 1, 2027, with one three-year renewal option, subject to final procurement decisions and funding availability. Anticipated annual funding is stated as $9,750,000 to $14,950,000 across the program, and the future RFP is expected to evaluate relevant experience, organizational capacity, proposed approach, and detailed budgets.
