Hydro-Quebec is seeking qualified contractors for a 22-month framework agreement covering various civil engineering construction and related services, including specialized labor, materials, machinery, and equipment, at or near power-generation facilities across multiple regions of Quebec. Individual work orders may be valued at up to $2,000,000, and the estimated overall contract value, including options, is between $60,000,000 and $80,000,000. The opportunity is an open competitive Request for Proposal. Bidders must submit inquiries to the responsible contact at least three business days before the submission deadline. The solicitation identifies requirements including a valid Quebec construction license, a Quebec Construction Commission number, authorization to contract from the Autorite des marches publics, applicable occupational health and safety documentation, ISO 9001 certification, a construction execution program, and conflict-of-interest and solemn-declaration forms. Bid security is required when the total proposal is at least $500,000 and is capped at $200,000; performance and payment guarantees are likewise required for contracts of at least $500,000 and are each capped at $200,000. Only suppliers qualified by Hydro-Quebec may submit bids for subsequent calls for proposals.
