Description
The Delaware Administrative Office of the Courts, on behalf of the Judicial Branch of the State of Delaware, is seeking a comprehensive online legal research software solution for approximately 400 judicial officers, attorneys, librarians, clerks, paralegals, and other staff. The solution must provide unlimited access to current and historical federal, state, local, and Delaware-specific legal content, including case law, statutes, regulations, court rules, legislative materials, briefs, pleadings, secondary sources, legal news, citators, citation tools, practice-area resources, updates, and alerts. Vendors may propose a basic solution, a premier or enhanced solution, and separately priced add-ons such as investigative public-records tools, legal-know-how tools, and specialized publications. Required capabilities include advanced search, natural-language and AI-assisted research, document analysis and drafting tools, mobile and browser access, document libraries with OCR, unlimited printing/downloading/emailing, training and technical support, account and usage management, reporting, and monthly invoicing. Proposals must include a transmittal letter, detailed technical and service responses, option-specific content and pricing, required certifications or licenses, exactly three business references, and the specified completed attachments and forms.
