Description
The State of Delaware Department of Natural Resources and Environmental Control, through its Division of Climate, Coastal and Energy, is seeking qualified participating contractors for the Low- to Moderate-Income Solar Program. Contractors will provide solar photovoltaic systems for eligible underserved and disadvantaged households throughout Delaware. Low-income installations are capped at 6 kW and reimbursed at 100% of approved project costs; moderate-income installations are capped at 8 kW and reimbursed at 70% of approved project costs. The scope includes outreach and marketing, client education and program support, home suitability assessments, system design and savings projections, application submission and tracking, obtaining approval before installation, installation and quality control, invoicing, customer instruction, warranty support, and panel removal and disposal guidance. Contractors must maintain applicable Delaware business and electrical licenses, insurance, solar installation training, and Green Energy Program eligibility. Each installation must include a minimum 10-year parts-and-labor full-service warranty and comply with specified solar orientation and solar access requirements. The contract term is three years, with two optional one-year extensions.
