Description

South Central Regional Transit District is soliciting proposals for a contractor to establish and operate Phase One ADA complementary paratransit service associated with the Yellow and Silver fixed-route corridors. The scope includes public outreach, rider intake, accessible application materials, ADA eligibility application processing, reservations, scheduling, dispatch, driver operations, supervision, customer service, training, safety management, and required reporting. The contractor should base its proposal on four SCRTD-provided ADA-accessible battery-electric vehicles; planning assumptions anticipate one to two vehicles normally in service and up to three as demand requires, without guaranteeing vehicle quantities, ridership, or trip volumes. The service is not currently established, and the contractor will support its initiation. Service must operate on the same days and during the same hours as the applicable ADA-eligible fixed-route service; current planning information indicates seven-day service, including holidays, for approximately 16 hours daily, generally from 5:30 a.m. to 9:00 p.m. Administrative, reservation, scheduling, dispatch, and related functions may be performed from the contractor’s own location, while SCRTD space at the Sunland Park Mobility and Energy Hub remains available for Phase One operational and staff-support needs. Phase Two is excluded from this procurement and will be addressed through a separate future procurement. SCRTD will provide the vehicles and vehicle insurance; the contractor remains responsible for applicable commercial general liability, workers’ compensation, employer’s liability, professional liability/errors and omissions, and cyber/data security coverage, with any additional vehicle-operation requirements to be identified in the final contract.
