Description
The Naval Air Warfare Center Training Systems Division is conducting market research for a technology refresh of Air Traffic Control Tower Simulation Systems originally developed with proprietary site-specific software. The anticipated effort would upgrade, integrate, and test obsolete hardware and software supporting realistic, non-operational training for tower air traffic controllers at Naval and Marine Corps facilities worldwide. Required capabilities include developing visual databases for designated airfields; providing a user-friendly scenario development tool; supporting synthetic voice response and voice recognition; enabling realistic environmental effects such as weather, rain, wind, visibility, and day/night conditions; and providing recorded playback for instructor review. Respondents must submit a capabilities statement addressing similar experience, project values, resources, subcontracting plans, business size and socioeconomic status, relevant contract vehicles, and the ability to perform the listed technical requirements. The anticipated contract structure is firm-fixed-price, but this notice is for informational market research only and is not a request for proposals.
