Description
The City of Laredo is soliciting comprehensive used-tire management services for tires generated through City operations and related programs. The selected contractor must provide containers or staging equipment, scheduled and on-call collection, safe handling and loading, transportation, processing, recycling, beneficial reuse, and disposal services as needed. Potential end uses include tire-derived fuel, crumb rubber, civil engineering applications, and recycled manufactured products; landfilling is discouraged and must be justified. The contractor must provide all labor, equipment, materials, transportation, permits, regulatory compliance, manifesting, tracking, and reporting. The City anticipates up to 4,000 tons annually, with no minimum quantity guaranteed. Proposals must include an executive summary, company qualifications, technical and transportation approaches, beneficial-reuse strategy, detailed pricing, reporting sample, regulatory-compliance documentation, and at least three client references. The contract is for a three-year term with two additional one-year renewal options.
