Description
The City of Liberty Hill seeks an as-needed contractor to provide comprehensive disaster and storm recovery services following storms, floods, fires, or other disasters. The scope includes identifying eligible debris; mechanically loading, hauling, processing, reducing, recycling, and disposing of vegetative and construction-and-demolition debris; emergency road clearance; hazardous tree, limb, and stump removal; demolition and structure debris removal; temporary debris storage and reduction site management; household hazardous waste, electronic waste, asbestos, refrigerant, white-goods, vehicle, vessel, and animal-carcass removal; and final disposal. The contractor must provide the labor, supervision, equipment, transportation, permits, documentation, traffic and dust control, site security, and environmental compliance needed for activated work, including rapid emergency response and project management. The resulting contract is a standby, indefinite-quantity, non-exclusive agreement with no guaranteed minimum work. The initial term is two consecutive 12-month periods, with one additional renewal period of up to 12 months. Pricing is submitted through a detailed proposal form covering unit, equipment, labor, material, and additional-service rates. Work must comply with FEMA requirements and applicable federal, state, and local laws, and the contractor must maintain required insurance, licenses, certifications, and approved subcontractor resources.
