Description
The State of Delaware Division of Small Business seeks qualified financial institutions or partnerships to administer the Delaware Commercial Corridor Initiative, a statewide program pairing targeted grants with private capital to support existing brick-and-mortar small businesses. Responsibilities include program design and administration; application intake, evaluation, and fund disbursement; complementary financing coordination; outreach to underserved and first-time borrowers; applicant pipeline management; eligibility review; and compliance and reporting. The program will deploy $4.5 million across New Castle, Kent, and Sussex Counties, with anticipated awards to one administrator per county. DCCI funding may comprise approximately 10%-25% of total project costs, capped at $25,000 per business, for eligible interior or facade improvements, equipment purchases, and code-compliance upgrades. Proposals must address small-business lending or similar experience, capital deployment capacity, service to underserved communities, and public-funding compliance. Responses require a transmittal letter, proposal and pricing materials, specified forms, and physical and electronic copies.
