The U.S. Department of State’s Bureau of African Affairs is soliciting concise statements of interest for projects that advance two focus areas: Critical Minerals Investment and Commercial Diplomacy Acceleration. Proposed projects must use market-based, private-sector-led approaches to strengthen transparent and competitive investment environments and produce measurable benefits for one or more sub-Saharan African countries, including increased participation by high-quality U.S. or U.S.-aligned companies. Eligible prime applicants include U.S. and non-U.S. for-profit and nonprofit organizations, public and private institutions of higher education, and public international organizations. Projects may include regulatory and policy support, geological mapping and mineral-resource data, transaction advisory services, feasibility studies, workforce development, infrastructure and market-access improvements, technology standards, digital connectivity, cybersecurity, energy, healthcare, and related technical assistance. New non-temporary structural construction is generally ineligible. Applicants must first submit a four-page statement of interest consisting of a one-page critical-details table, a two-page narrative, and a one-page summary budget; no annexes or supplemental attachments are permitted at this stage. Awards are anticipated as grants or cooperative agreements ranging from $5 million to $50 million, with proposed project periods of one to three years.
