Description
The Connecticut Port Authority is seeking proposals from qualified law firms to serve as its Legal Counsel. Services include advising management, staff, and the Board of Directors; preparing and reviewing contracts and other documents; interpreting state, federal, and local laws and regulations; advising on ethics, conflicts of interest, and prohibited transactions; reviewing Freedom of Information Act requests; assisting with contract enforcement; monitoring legal and judicial developments; and coordinating with outside counsel. The selected firm may also provide employment and labor guidance and other legal services required by the Authority, while complex or specialized matters may be separately procured. The engagement is for one year and may be extended annually, subject to review, for up to three years; the Authority's operating procedures limit a professional firm's engagement to six consecutive years. Proposals must include organizational and service information, qualifications and similar engagements, references, a fee proposal, conflict disclosures, required state forms, the latest EEO-4 report, and the firm's equal employment policy statement. Fees must include proposed hourly rates, any flat-rate project pricing, and alternative fee structures, with rates remaining fixed for the contract term.
