Description
St. Clair County seeks a contractor to provide comprehensive health care for jail inmates, including 24/7 medical, dental, and mental health services. The scope includes intake screening and triage, daily sick call, health assessments, chronic and emergency care, psychiatric services, dental treatment, pharmacy services, off-site specialty care coordination, and continuity of care. The provider must supply qualified staff, medical and office supplies, an electronic medical record system, reporting, and an implementation and transition plan. The provider is also responsible for required accreditation and for arranging and paying for specified off-site treatment expenses, subject to a $25,000-per-inmate-per-calendar-year cap. The initial contract term is three years and five months, beginning February 1, 2027, with two optional one-year extensions. Proposals must include a staffing plan and annual pricing, a point-by-point response to the requirements, a transition implementation plan, an audited financial statement, organizational information, references, and specified supporting records. The solicitation accepts email or in-person delivery; emailed proposals are due by November 9, 2026, at 5:00 p.m. Central Standard Time.
