Description
The Texas Health and Human Services Commission (HHSC), on behalf of HHSC, the Department of State Health Services, the Department of Family and Protective Services, and the Cancer Prevention and Research Institute of Texas, seeks a contractor to provide managed human resources, payroll, time, labor, and leave services for approximately 50,000 state employees. Services include operating HR and payroll processes; employee support and call center operations; reporting; records management; training support; and related administrative functions. The contractor will administer, maintain, and support the agencies' existing CAPPS HCM/PeopleSoft environment and related technologies, including approved enhancements, interfaces, reporting, case management, knowledge management, and call center tools. The procurement is not for a replacement enterprise HR/payroll system. The contract term is eight years, with a possible additional extension of up to one year. The RFP cites historical compensation for similar contracts of approximately $13 million per fiscal year; this is historical context, not a stated budget or guaranteed compensation.
