Description
The City of Burbank is soliciting proposals for a fully cloud-based Software-as-a-Service enterprise resource planning solution to replace its Oracle EBS administrative system. The solution must support finance, accounting, human resources, payroll, procurement, supply chain, inventory, asset management, budgeting and financial planning, enterprise reporting, business intelligence, and related municipal functions, including Burbank Water and Power. The scope includes software licensing, project management, organizational change management, system design and configuration, middleware and third-party integrations, data conversion and warehousing, reporting, testing, training, knowledge transfer, cutover, go-live support, maintenance, and ongoing managed services. Offerors must propose both the software and implementation services, identify participating firms and contracting entities, demonstrate specified public-sector ERP experience and minimum qualifications, and provide three client references. The resulting contract is expected to have an initial five-year term with extension options. Proposals must be submitted in three packages covering the primary technical proposal, price proposal, and minimum qualifications.
