Description
The State of New Jersey, Department of Human Services, is seeking one contractor to provide statewide Vendor Fiscal/Employer Agent financial management services for the Jersey Assistance for Community Caregiving, Personal Assistance Services, Support Service Provider, and Personal Preference programs. The scope includes fiscal intermediary and employer-agent functions; participant and provider enrollment; payroll, tax withholding, claims, invoice, and bill payment processing; participant budget and co-payment administration; background-check coordination; customer service and financial counseling; secure web portals, dashboards, timesheet processing, and Electronic Visit Verification; reporting, records management, quality management, continuity of operations, and HIPAA-compliant handling of participant information. The contractor must maintain a physical office within 50 miles of Trenton, New Jersey, provide key dedicated personnel and a 12-week implementation period, establish a $25 million line of credit, and support services involving sensitive personal, health, financial, and tax information. The contract has a three-year base term with up to two one-year extensions. A subcontracting set-aside applies for New Jersey Small Business Enterprises and/or Disabled Veterans' Businesses, and the solicitation requires extensive technical, financial, security, and procurement-form submissions.
