Description
The City seeks a secure, cloud-based HRIS to serve as its integrated system of record for human resources, payroll, time and attendance, benefits, recruiting and onboarding, talent, learning, and workforce reporting. The proposed solution should support approximately 80 active employees as a preliminary pricing assumption and scale as the workforce changes. A unified platform is preferred; a multi-product solution is acceptable if one prime contractor assumes end-to-end responsibility. The selected provider will supply subscriptions and lead discovery, configuration, data conversion, integrations, testing, payroll parallel runs, training, change management, go-live, hypercare, and ongoing maintenance and support. Proposals must address security, privacy, accessibility, continuity, data portability, service levels, implementation and acceptance plans, and transparent pricing. Optional employee collaboration and IT equipment lifecycle capabilities must be identified and priced separately. Respondents must submit a technical proposal, editable requirements and pricing workbooks, references, specified proposal-stage forms, and any applicable confidentiality materials.
