Description

Louisville/Jefferson County Metro Government, through KentuckianaWorks and the SummerWorks program, seeks a qualified contractor to serve as employer of record for youth and young adults in subsidized work-based learning placements. The contractor will employ participants selected by KentuckianaWorks, administer payroll, remit payroll taxes, issue W-2s, resolve payroll discrepancies, support direct deposit and pay-card options, maintain separate program records, and provide weekly and monthly reporting. The scope also includes participant onboarding, collection of new-hire documentation, accessible onboarding sessions, participant communications, translation support, timesheet collection and tracking, automated reminders, monitoring of hours and attendance, development of electronic timesheet submission capabilities, and support for youth employment throughout the year when funding permits. The program anticipates up to 300 participants, with an estimated gross payroll of $810,000; this estimate is not a funding commitment. Proposals must include narratives addressing relevant experience and capabilities, three similar undertakings from the last three years with references, a percentage add-on price, payroll-report sample, direct-deposit/pay-card capability evidence, required compliance forms, an IT Risk Assessment Questionnaire or SOC Type 2 Audit Report, and other requested certifications and documentation.
