Description
The Bureau of Reclamation is soliciting a contractor to replace three malfunctioning or obsolete HVAC systems at the Brackish Groundwater National Desalination Research Facility. The replacement scope includes mobilization, removal and replacement of an evaporative unit and rooftop heat pump, Trane Tracer controls integration, pressure testing, and associated labor, incidental materials, tools, equipment, taxes, and fees. The solicitation also includes quarterly HVAC maintenance for the base year and four option years, including evaluation of existing equipment and controls, plus unplanned HVAC repairs and part replacements under not-to-exceed CLINs of $50,000 per year. Offerors must submit a technical quote, three recent and relevant past-project examples completed within the last five years, and a completed price schedule. The procurement is a Total Small Business Set-Aside and contemplates a hybrid firm-fixed-price and time-and-materials contract. A compliant bid guarantee is required with the offer; the successful contractor must provide 100% performance and payment bonds after award. Amendment 0001 adds an additional site visit date on September 1, 2026; all other solicitation terms remain unchanged.
